The suggestion that latent heat of water controls Jovian meteorology is reviewed, and predictions are made for the other outer planets. The observed slow variation and two-dimensional character of motions at cloud-top level is explained. It depends on (1) the thermal structure between water-cloud level and the level of emission to space being closely adiabatic and (2) the large static stability of the emission layer.
