The characteristics of a new three-mirror, unobstructed, all-reflective, f/2.7, 12-inch focal length, three-degree circular field laboratory telescope requiring 80 percent of encircled energy in a spot size of 65 microns at 10 micron wavelength are described. The telescope specifications, optical design, test and fabrication of the secondary mirror, mechanical considerations, system alignment, interferometric adjustment, and related software development are addressed. The testing of the telescope and the test results are described, and the point spread function, encircled energy, and modulation transfer function are summarized.
