Two new types of Cerenkov counters with a threshold for high energy cosmic rays are discussed. Porous solid structures of silica having refractive indices of between 1.00 (air) and 1.48 (silica) are employed to provide radiation thresholds. The principle of a counter with compressed silica powders is described. Media with refractive index between 1.10 and 1.24 were produced. A counter using thermally sintered silica aerogel with refractive indices between 1.01 to 1.06 is also described.
