Cosmic ray dynamics are discussed for states of equilibrium or near equilibrium. Several cases are considered such as: gas and stars do not fill the same volume, rotating galactic systems, extra-galactic cosmic rays, halo model for galactic cosmic rays, disk models and distribution perpendicular to the galactic plane, and application to galactic arm structure.
