It is suggested that the scatter in ScS travel time residuals has at least two components, one related to source or path effects and the other to upper mantle structure near the station. It is shown that the major part of the differences between P travel time residuals between the western and central United States arises at depths of less than 250-300 km., and it is suggested therefore that this could equally well be true of the differences in upper mantle structure between the continents and oceans.
