A new way of analyzing radio observations for evidence of a radio halo
around the Galaxy is presented. When applied to appropriate measurements
clear evidence for a weak radio halo with a steep spectrum is found.
This radio halo is much weaker than expected on the hypothesis that the
galactic cosmic rays fill the halo region.
