The possibility is considered of extracting energy in the form of fast particles (cosmic rays) from a rotating collapsed object (a pulsar). Two models which couple a pulsar with the external world by means of a strong magnetic field are analyzed: the aligned-rotator model and the strong-wave model. Noting that a more realistic picture would include the main features of both cases, a model is examined in which particles move with random velocities in a uniform magnetic field and a monochromatic vacuuum wave propagates at a right angle to the field. This model is applied to the Crab Nebula, and good agreement with observational data is found. Problems concerning the chemical composition and spectrum of particles accelerated by the examined models are discussed.
