The origin of the clustering of radio galaxies is investigated and the average richness of the radio-galaxy parent groups are determined for different subsamples of radio power, morphology, and redshift. The radio-galaxy correlations are found to agree well with the richness-dependent cluster correlation function when the average richness of the parent-groups is used. It is suggested that the radio-galaxy clustering arises from their preferential location in galaxy groups. The radio galaxies then trace the same large-scale structure exhibited by their parent groups. At a redshift of about 0.5, the high-power radio galaxies appear to inhabit a much richer, by a factor of about 3, environment than at a redshift of about 0. The 0.5-redshift F-R II galaxies are argued to be good tracers of large-scale structure at high redshifts.
