The bending wave theory of Bertin and Mark (1980) is proposed as a dynamical explanation for the observed inclination of the disk-like structure of the gas in the Galactic Center. The theory explains the tilt as the result of the motion of the gas disk through the more slowly rotating galactic bulge, leading to a self-excited bending wave. The scaling law relationship between the surface mass density and the height of the bending predicted by the model is consistent with both the disk-like and bar-like models of the gas, implying that the variation of density in the nuclear disk agrees with bending wave theory independently of the kinetmatic model of gas distribution.
