A model of hierarchic fragmentation is proposed which describes the global properties of galaxies. A stationary state that characterizes the process of hierarchic fragmentation is defined, and the basic relations that describe the hierarchy and its isothermal nature are derived. It is shown how a mass function leads to the inefficient use of gas during the condensation of stars. The end of the hierarchy is described by introducing the minimum Jeans mass. The global role of rotation is examined, and it is found that the conversion of gas into stars is less efficient for rotating systems.
