I present recent results from a new numerical framework for studying Galactic halo formation and chemical evolution. This new framework, based in N-body simulations of Milky Way formation and with chemical evolution calculated "one-star-at-a-time", enables new tests of ideas about the first stars and galaxies using data from surviving remnants of this epoch in the Milky Way halo. This framework is used to interpret data from recent surveys of metal-poor stars. I present evidence that the cosmic microwave background controls the mass function of stars during the Dark Ages, implying that galaxies were dominated by stars of intermediate mass (2-8 Msun) independent of metallicity.
