A cycle for neutral hydrogen in the galaxy is described, whereby condensation and cooling of the gas leads to molecular formation, eventual gravitational collapse and star formation, and gas dissipation and heating by cosmic rays and UV radiation. Data collected from observations of neutral hydrogen, carbon monoxide, formaldehyde, and dust are evaluated to describe their interrelation. Attention is given to the distribution of the molecules in terms of the galactic spiral structure. Optical densities are presented as an indication of relative abundance, and with reference to heating and ionizing mechanisms in the interstellar medium. It is noted that the data presented in the study is valid only at a few kpc from the solar neighborhood.
