An expression is derived for the probability distribution of the dispersion in flux density fluctuations of scintillating radio sources. Observations of background-source scintillation at a frequency of 102.5 MHz provide an experimental estimate for this distribution. If the radio sources have a power law, index (gamma - 1)/2. For a power-law differential number-flux-density relation N(S) varies as S exp-gamma, the S-dependence of gamma must be considered in order to reconcile the theory with observations.
