Starting from the Vlasov equation in the theory of weakly turbulent plasma, we derive the law of evolution of resonant waves under maser mechanism. We discuss the growth rate of resonant Langmuir wave in the case of electron beam injection into a dust plasma. Out result shows that the maser effect can better explain the anomalous Langmuir emission in space than other instabilities such as the beam instability mentioned.
