X-ray data and optical spectrophotometric data are presented for 25 newly identified X-ray selected active nuclei (AGN). This sample is combined with another, more comprehensive sample, and correlations are studied between the X-ray continuum, the optical continuum, and various optical emission lines. The implications for the physical processes at work in AGN are discussed, as is the X-ray luminosity function of X-ray selected AGN and their surface density on the sky. In many respects, the X-ray AGN are indistinguishable from Seyfert 1 galaxies and low-redshift, optically selected QSOs. The optical spectra generally show broad permitted lines and narrow forbidden lines. The effective power law index from 4000 A to 2 keV has the same distribution as that observed for Seyfert 1 galaxies. The results imply that the shape of the underlying continuum from the optical through the X-ray and the physical conditions in the broad line emitting region are basically similar for all the AGN over a range of four orders in absolute luminosity.
