Problems confronting theories of galaxy formation that rely on the growth of small density perturbations are discussed, and a scenario incorporating massive neutrinos is examined. The scenario is consistent, although it depends on one neutrino mass being very large, and problems that arise for a small neutrino mass are discussed. For one neutrino mass of about 90 eV, it is found that small initial density fluctuations can give both condensed systems and small perturbations in the 3 K background. It is also found that non-luminous selfgravitating neutrino systems with a mass range of about 10 to the 12th to 10 to the 16th solar masses, in which the baryonic material can fragment into galaxies and where the large and irregular systems with density contrast of order 1, are identified with superclusters.
