Variations of Ez (the atmospheric electric field) near the earth surface during a substorm near the westward-moving auroral bulge were investigated on the basis of SAMBO-79 data. An analysis of the fine structure of the Ez disturbances accompanying the substorm confirms the hypothesis that these disturbances are connected with the dynamics of zones of inflowing and outflowing field-aligned currents in the ionosphere.
