It is shown that the cost effectiveness of ionospheric cosmic radio
systems depends on the quality of ionospheric prediction on space paths.
A model relating the prediction cost and its mean square error is
described. The cost effectiveness of short-range prediction is shown to
be proportional to the cost of the system using it.
