Here I attempt to address the question: What do we know, or can we know, about the controlling factors for global star formation? First, I open with a very brief review of measurements of current star formation rates. While absolute estimates of current star formation rates carry a significant degree of uncertainty, the comparison of current star formation rates has proven to be a very valuable guide in understanding the star formation histories of galaxies. I then review the observational evidence for and against the concept of star formation thresholds. I conclude that the concept appears to be a very useful one and enjoys a large range of applicability. However, there are certain troubling aspects, and future work in this area could prove to be quite promising.
