We report the discovery of an optical transient in M31 from unfiltered CCD images taken on Sept. 18.14 UT (about 16.7 mag) by the 0.45m ROTSE-IIIb telescope at the McDonald Observatory. The object is located at RA = 00h42m42.3s DEC = +41o08'46" (J2000), which is 23.3" west and 7' 22.4" south of the core of M31. TSS J004242.3+410846 is about 6' south of the possible nova reported by Burwitz et al.
